All rights reserved.</copyright><ttl>10</ttl><item><title>IT Planning and Performance Analyst</title><description>Provide business process and performance management expertise to articulate business and performance architectures as part of an overall IT management program. 

Support Capital Planning and Investment Control Process for client's major IT investments and the development, maintenance, and tracking of enterprise architecture plans, in compliance with the Office of Management and Budget (OMB), Federal Enterprise Architecture standards and the Agency EA program.

Primary Tasks
• Analyze mission, plans, organization structure, current and planned infrastructures and other factors affecting enterprise architecture requirements.

• Support IT and Business Modernization to identify performance gaps and implement process reengineering and reuse opportunities.

• Provide an architectural roadmap (strategic plan) and facilitate transition towards organizational vision and target improvement.

• Collaborate with management and investment owners to present strong and realistic business cases (Exhibit 300) to OMB.

• Support SDLCM, Cost &amp; Schedule management, Risk Management, and strategic planning.

• Manage the Electronic Capital Planning and Investment Control System (eCPIC) tool to ensure that all required deliverables are correctly updated.

• Assist with the creation and validation of IT Portfolio submissions (Exhibit 53).

• Participate in the Office of Chief Information Officer (OCIO) Control Review process and maintain a good standing of the investments.

• Provide monthly IT Dashboard updates for all investments to OCIO.

• Develop quarterly performance reviews/update of major IT investments, detailing financial and technical performance of investments.

• Review, verify and update on a quarterly basis all capital planning artifacts.

• Review/update EA artifacts relevant to an investment and a segment in terms of the various layers of enterprise architecture (Performance, Business, Data, Application and Technology) 

• Align the architecture with the Federal Enterprise Architecture, specifically the Business Reference Model (BRM), the Performance Reference Model (PRM), the Service Component Reference Model (SRM), the Technical Reference Model (TRM), and the Data Reference Model (DRM).

• Apply Federal Enterprise Architecture reference models to describe systems components, functions, and interrelationships for both Mixed Lifecycle and Steady State investments. 

• Capture the baseline and target architecture in terms of Performance Gaps, Milestones, Measurement Indicators, Performance Objectives, Goals, Vision, Mission, Legislative Mandates and their relationships.

• Coordinate the agency's EA information dissemination, manage the EA activities, and develop processes to comply with EA governance requirements.  

• Collaborate with the project management and contract teams in updating the Investment Work Breakdown Structure (WBS).

Unique Tasks

• Act as liaison in support of the Federal Team between the Architecture Program Management Office.

• Oversees Security Test and Evaluation activities ensuring certification and accreditation.

• Work on assigned project tasks and ad-hoc assignments to meet the evolving needs of the team.

• Assists with architectural planning and design, ensuring current standards and practices are met with regards to implementation and documentation. 

• Provides regular status updates to inform management of project status, estimated completion dates and any other issues for management attention.

• Assists in composing and executing unit test cases, problem and incident management, identify parameter setting changes/tuning, implementing changes, and presenting changes to Management.
